Πρόεδρος της Δημοκρατίας δέχθηκε τα διαπιστευτήρια

του νέου Πρέσβη της Δημοκρατίας της Γουινέας

Ο Πρόεδρος της Δημοκρατίας κ. Νίκος Αναστασιάδης δέχθηκε σήμερα, σε επίσημη τελετή στο Προεδρικό Μέγαρο, τα διαπιστευτήρια του νέου Πρέσβη της Γουινέας, με έδρα το Κάιρο, στην Κυπριακή Δημοκρατία κ. Soriba Camara.

Επιδίδοντας τα διαπιστευτήριά του στη γαλλική γλώσσα, ο κ. Camara είπε:

«Εξοχότατε κ. Πρόεδρε της Κυπριακής Δημοκρατίας,

 Εξοχότατε κ. Υπουργέ Εξωτερικών της Κυπριακής Δημοκρατίας,

 Έντιμα και εκλεκτά ανώτερα στελέχη της Δημοκρατίας,

Κατ’ αρχάς, θα ήθελα να σας μεταφέρω τους θερμούς χαιρετισμούς του Εξοχότατου Προέδρου της Δημοκρατίας της Γουινέας κ. Alpha Condé. Επιτρέψτε μου επίσης να σας ευχαριστήσω για την υποδοχή και την προσοχή, των οποίων τύχαμε η αντιπροσωπεία μου και εγώ προσωπικά.

Με τον διορισμό μου ως Πρέσβη της Δημοκρατίας της Γουινέας στην Κυπριακή Δημοκρατία, η Αυτού Εξοχότητα κ. Alpha Condé επιθυμεί να εκφράσει στην πράξη τη σημασία που αποδίδει στη φιλία και τις ανταλλαγές μεταξύ των λαών της Κύπρου και της Γουινέας. Η αποστολή μου είναι λοιπόν να εργαστώ για την επίτευξη αυτών των ευγενών στόχων.

Σήμερα, αποδεχόμενος τη διαπίστευσή μου, μού προσφέρετε μια τεράστια ευκαιρία για την προώθηση των σχέσεων φιλίας και συνεργασίας μεταξύ της Κυπριακής Δημοκρατίας και της Δημοκρατίας της Γουινέας.

Από πλευράς μου, θα εργαστώ ακούραστα για την προώθηση, τον εμπλουτισμό και την ενίσχυση της συνεργασίας μεταξύ των δύο χωρών μας. Θα ήθελα, λοιπόν, να σας υποσχεθώ ότι η συνεργασία μας θα είναι γόνιμη και επωφελής για τις χώρες μας. Κατά συνέπεια, είμαι πεπεισμένος ότι η στήριξη της Εξοχότητάς σας και της εκλεκτής κυβέρνησής σας θα με συνοδεύουν κατά τη διάρκεια της θητείας μου.

Η χώρα μου διαθέτει πράγματι σημαντικά στοιχεία και τεράστιες επενδυτικές ευκαιρίες που παραμένουν ανεκμετάλλευτες και στις οποίες δεν μπορώ να αναφερθώ τώρα, αλλά σίγουρα θα μου δοθεί η ευκαιρία να τις εξετάσω με τις αρμόδιες κυπριακές Αρχές και στους οικονομικούς φορείς της χώρας.

Είναι βέβαιο, ότι μαζί θα καταφέρουμε να εγκαθιδρύσουμε μια εταιρική σχέση, επωφελή και για τις δύο χώρες. Για να το πετύχουμε, θα πρέπει να εργαστούμε για την ανταλλαγή αντιπροσωπειών υψηλού επιπέδου, τη δημιουργία μιας κοινής επιτροπής για τη συνεργασία, την υιοθέτηση μιας συμφωνίας για την αμοιβαία προστασία και τη μη φορολόγηση των επενδύσεων, την προώθηση του εμπορίου ανάμεσα στον ιδιωτικό τομέα και τα εμπορικά επιμελητήρια των δύο χωρών και τον προσδιορισμό των τομέων δραστηριοτήτων στη Γουινέα, ο οποίος μπορεί να αποτελέσει και το αντικείμενο συζήτησης, στο πλαίσιο μιας επίσκεψης που θα μπορούσε να πραγματοποιηθεί από κυπριακές αντιπροσωπείες.

Εξοχότατε κ. Πρόεδρε,

Η Γουινέα διαθέτει άφθονους φυσικούς πόρους και η Κύπρος διαθέτει τα τεχνολογικά και τα οικονομικά μέσα για την ανάπτυξη τους, προς το συμφέρον των δύο λαών μας.

Με αυτό κατά νου, θα ήθελα να σας εισηγηθώ Εξοχότατε κ. Πρόεδρε να απευθύνετε πρόσκληση στον ομόλογό σας, την Αυτού Εξοχότητα κ. Alpha Condé, Πρόεδρο της Δημοκρατίας της Γουινέας, ώστε να πραγματοποιήσει επίσκεψη καλής θέλησης και εργασίας στη χώρα σας. Είμαι πεπεισμένος ότι μια τέτοια επίσκεψη θα σφραγίσει τη φιλία Γουινέας-Κύπρου.

Όσον αφορά στο Κυπριακό, η χώρα μου χαιρετίζει την αποφασιστικότητα και τη δέσμευση της Κυβέρνησης της Κυπριακής Δημοκρατίας και υποστηρίζει τις προσπάθειες των Ηνωμένων Εθνών για την εξεύρεση μιας διαρκούς, ολοκληρωμένης και δίκαιης λύσης του κυπριακού προβλήματος και την επανένωση της Κύπρου, του λαού και των θεσμών της.

Εξοχότατε κ. Πρόεδρε,

Θα ήθελα να ολοκληρώσω ευχαριστώντας σας, για την ευκαιρία και τη δυνατότητα που μου δώσατε να μιλήσω υπέρ της προώθησης φιλικών σχέσεων και συνεργασίας μεταξύ της Κυπριακής Δημοκρατίας και της Δημοκρατίας της Γουινέας.

Ζήτω η φιλία Γουινέας-Κύπρου! Ζήτω η συνεργασία Γουινέας-Κύπρου! Ζήτω μια ενωμένη και ισχυρή Κύπρος!

Σας ευχαριστώ».

Αποδεχόμενος τα διαπιστευτήρια, ο Πρόεδρος της Δημοκρατίας είπε:

“ Your Excellency,

It is with distinct pleasure that I receive today your Letters of Credence appointing you as the new Ambassador of the Republic of Guinea to the Republic of Cyprus, as well as the Letters of Recall of your predecessor. I would like to assure you that my Government will provide you with all the assistance in the discharge of your high duties.

Cyprus and Guinea share a history of cordial bilateral relations and cooperation in international fora and especially within the United Nations. May I express on this occasion, my Government’s appreciation for the record of reciprocal support between Cyprus and Guinea in international Organizations.

Within the framework of our amicable relations, Cyprus has extended financial support to Guinea’s endeavours in the prevention of HIV/AIDS by designating the latter as ‘a partner country’ in its Development Cooperation Strategy. Between the years 2010 and 2012, Cyprus contributed substantial aid on development programmes in Guinea, with a focus on prevention and treatment of HIV/AIDS.

My Government looks forward to the strengthening of our bilateral relations and to that respect, stands ready to join efforts in exploring new areas of cooperation. In addition, Cyprus as an EU member state and pursuant to the outcome of the 4 ^th EU-Africa Summit, that took place in April 2014 in Brussels, is committed to the enhancement of political dialogue and cooperation with African countries, through the implementation of the Joint Africa-EU Strategy.

Excellency,

My country, like many other European countries, has been affected by the recent international financial crisis. Almost two years have passed since the decision of the Eurogroup of March 2013. As a result of the hard work of the government and the efforts of the ordinary citizens, I can state with certainty that we have turned the page; the Cypriot economy is now on the road to recovery.

Cyprus has made great progress on its reform program during these past two years. The credit institutions have been fully restructured and recapitalized, most importantly through foreign capital. Capital restrictions imposed at the height of the crisis have been fully abolished. Public finances have been consolidated; fiscal targets have been met with considerable margin in 2013-2014, while important structural reforms, including a privatizations’ roadmap, have been initiated. These achievements helped Cyprus re-access international capital markets already in 2014.

At the same time, we are aware of the challenges ahead. Unemployment is high; the private and public sectors are heavily indebted. Given the high percentage of non-performing loans, credit institutions are stepping up their recovery efforts. My Government is confident that the recently adopted legislation on the reformed foreclosure law and the insolvency framework are important in addressing the issue of the non-performing loans.

Our emphasis is now turned towards the necessary structural reforms. The focus of my Government is on administrative structural reforms, with the overall aim of setting the foundations for sustainable growth over the long run, attracting foreign direct investment and eventually, creating a new economic model for the country.

   

Mr Ambassador,

My Government’s top economic priority is the gradual return to capital markets and the smooth completion of the macroeconomic adjustment program. I have absolute confidence that the spirit of unity and the drive to succeed already demonstrated by the people of Cyprus will eventually prevail.

Your Excellency,

The new negotiating process on the Cyprus question, launched with the adoption of the Joint Declaration of 11 February 2014, raised expectations for a comprehensive settlement and the reunification of our country and its people. However, Turkey’s illegal and provocative actions in Cyprus’ Exclusive Economic Zone (EEZ), in October 2014, subverted the very basic principle of negotiations that is the engagement of all sides on an equal footing, free from threats and blackmail. Under these circumstances, there was no option for the Government of Cyprus but to suspend talks.

Following the return to the state of play that existed prior to Turkey’s illegal actions in our Exclusive Economic Zone (EEZ), in October 2014, that had forced us to suspend talks, as well as the assumption of the leadership of the Turkish Cypriot community by Mr Mustafa Akinci, last April, in May the negotiating process officially resumed with a joint meeting held between the leaders of the two communities and the Special Advisor of the UN, Mr Espen Eide.

In this respect, I wish to stress that our first priority is to reach a comprehensive, viable and fair settlement of the Cyprus issue. A settlement based on a bi-communal, bi-zonal federation with political equality, as set out in the relevant Security Council Resolutions, the High-Level Agreements and the Joint Declaration of February 2014, with a single international legal personality, a single sovereignty and a single citizenship, safeguarding the principles upon which the European Union is founded and ensuring the peaceful co-existence and prosperity of all Cypriots.

To this end, the recent assumption of the leadership of the Turkish Cypriot community by Mr Mustafa Akinci creates expectations and hopes for cooperation and joint collaboration, through engaging in substantive negotiations, with good will and determination, so to finally reunite our homeland, free from any occupation forces, and for Greek and Turkish Cypriots to peacefully live and co-exist together, as we they had done so for centuries.

Moreover, we reiterate our strong belief in the adoption of confidence measures aiming at building trust, confidence and good will between the two communities, thereby, providing a much needed stimulus to the prospect of reaching a settlement and we welcome the measures adopted so far and their positive impact to the everyday life of our people. This is an ongoing process and we do hope that we will be able to adopt more measures in the near future, including bold measures that are considered as game-changers.

At the same time, we do hope and expect that Turkey, which still military occupies the northern part of Cyprus, will demonstrate genuine political will and negotiate in good faith, so as to contribute constructively to the efforts to reach a settlement as soon as possible, not only in theory and rhetoric, but through practical and substantial actions.

On my behalf, I would like to once more express my sincere willingness and determination to work tirelessly to achieve a settlement reuniting Cyprus. It is the historically shared responsibility of the leaders of the two communities and all stakeholders involved to uphold these ambitions and find the right forward. It is a responsibility which I am whole-heartedly committed in undertaking.

Your Excellency,

I sincerely wish you every success in your important duties and while welcoming you to Cyprus, I would kindly request that you convey to His Excellency Mr Alpha Condé my personal wishes for good health and prosperity” .
