Children’s Rights : Representation of Cyprus at the High Level Conference of The Council of Europe “Growing with Children’s Rights”

The Republic of Cyprus was represented by Mr. Joseph Varughese, the Director-General of “Hope For Children” UNCRC Policy Center and Ms. Stella Kyriakides, Cyprus, EPP (CD), PACE General Rapporteur on Children, at the High level conference “Growing with Children’s Rights” held in Dubrovnik, Croatia. The Conference was dedicated on the implementationof the Council of Europe Strategy for the Rightsof the Child for the period 2012-2015.

The Conference was officially opened with speeches from Ms. Milanka Opačić, Deputy Prime Minister and Minister of Social Policy and Youth, Croatia, Mr.Thorbjørn Jagland, Secretary General of the Council of Europe and Ms. Ana Vukadinović, Ambassador, Permanent Representative of Montenegro, Committee of Ministers. Mr. Jagland emphasized during his opening speech a phrase that should echo in all related actors’ minds in order for it to become a reality: “No child should be behind bars”. The plenary session that followed involved the presence of high level representatives who presented the progress achieved in their respective countries and their priorities for the years to come as well as the persisting and emerging challenges in protecting children’s rights in Europe.

The conference continued with roundtable discussions focusing on the following subject –matters: Children’s rights to child-friendly services: health and social services; preventing and combating sexual violence against children; promoting the rights of children in alternative care; juvenile justice: first resort measures first; violence against girls and young women under 18; and child participation: generating change. Further topics that were explored during the two day conference were the case-law of both the European Court of Human Rights and the European Committee of Social Rights and the compatibility of domestic law with children’s rights standards. The conference was concluded by Ms. Regína Jensdóttir who is the Council of Europe Co-coordinator on Children’s Rights and the Head of the Children’s Rights Division in the Council of Europe. Having these discussions as a benchmark, Hope For Children will produce its five year agenda and action plan.

Δικαιώματα των Παιδιών: Εκπροσώπηση της Κύπρου στο Επίσημο Συνέδριο του Συμβουλίου της Ευρώπης “Growing with Children’s Rights”

H Κυπριακή Δημοκρατία εκπροσωπήθηκε από τον κ. Joseph Varughese, Γενικό Διευθυντή του “Hope For Children” UNCRC Policy Center και την κα. Στέλλα Κυριακίδου, Κύπρος, ΕΛΚ (ΧΔ), Γενική Εισηγήτρια για τα Παιδιά στην Κοινοβουλευτική Συνέλευση του Συμβουλίου της Ευρώπης, στο επίσημο συνέδριο “Growing with Children’s Rights” που πραγματοποιήθηκε στο Ντουμπρόβνικ της Κροατίας. Το Συνέδριο ήταν αφιερωμένο στην υλοποίηση της Στρατηγικής του Συμβουλίου της Ευρώπης για τα Δικαιώματα του Παιδιού για την περίοδο 2012-2015.

Το Συνέδριο άνοιξε επίσημα με ομιλίες από την κα. Milanka Opačić, Αναπληρώτρια Πρωθυπουργό και Υπουργό Κοινωνικής Πολιτικής και Νεολαίας της Κροατίας, τον κ. Thorbjørn Jagland, Γενικό Γραμματέα του Συμβουλίου της Ευρώπης και την κα. Ana Vukadinovic, Πρέσβειρα, Μόνιμη Αντιπρόσωπο του Μαυροβουνίου, της Επιτροπής Υπουργών. Ο κ. Jagland τόνισε κατά την εναρκτήρια ομιλία του, μια φράση που θα πρέπει να αντηχεί στο μυαλό όλων των σχετικών φορέων, προκειμένου αυτή να γίνει πραγματικότητα: «Κανένα παιδί δεν πρέπει να είναι πίσω από τα κάγκελα». Η ολομέλεια που ακολούθησε αφορούσε την παρουσία υψηλόβαθμων εκπροσώπων οι οποίοι παρουσίασαν την πρόοδο που έχει επιτευχθεί στις χώρες τους και τις προτεραιότητές τους για τα επόμενα χρόνια, καθώς και τις συνεχιζόμενες και νέες προκλήσεις για την προστασία των δικαιωμάτων των παιδιών στην Ευρώπη.

Το συνέδριο συνεχίστηκε με συζητήσεις στρογγυλής τραπέζης με έμφαση στα ακόλουθα θέματα: Τα δικαιώματα των παιδιών σε υπηρεσίες φιλικές προς τα παιδιά: υγεία και κοινωνικές υπηρεσίες, Πρόληψη και καταπολέμηση της σεξουαλικής βίας κατά των παιδιών, Προώθηση των δικαιωμάτων των παιδιών σε εναλλακτική φροντίδα, Δικαιοσύνη ανηλίκων: πρώτα μέτρα πρώτες λύσεις, βία κατά των κοριτσιών και των νέων γυναικών κάτω των 18 ετών, και Συμμετοχή των παιδιών: ξεκίνημα αλλαγής. Περαιτέρω θέματα που εξετάστηκαν κατά τη διάρκεια της διημερίδας ήταν η νομολογία τόσο του Ευρωπαϊκού Δικαστηρίου Ανθρωπίνων Δικαιωμάτων όσο και της Ευρωπαϊκής Επιτροπής Κοινωνικών Δικαιωμάτων και η συμβατότητα του εθνικού δικαίου με τα πρότυπα για τα δικαιώματα του παιδιού. Έχοντας το περιεχόμενο των πιο πάνω συζητήσεων ως σημείο αναφοράς το Hope For Children θα ετοιμάσει τον προγραμματισμό και το σχέδιο δράσης του για τα επόμενα πέντε χρόνια.
