1. Nami:
the new territory map won’t be very different from the one in Annan plan
Turkish Cypriot daily Kibris (11.10.13)
reports that self-styled minister of foreign affairs OzdilNami, speaking at the
Diplomacy Reporters Association (DMD) in Ankara yesterday, said that the
positions of either side regarding the territory issue have been set out and
that the map, which will emerge, is not expected to be much different from the
one in the Annan plan. He went on: “We, as Turkish side, conveyed to the other
side that we won’t be able to be in a comfortable position as far as the
territory compromise." He said that ten years have passed since the
submission of the Annan plan and apart from the fenced off town of Varosha,
additional investments have been made in territories which are subject to the
territorial arrangement. “Life is continuing”, Nami said and added: “because of
this, it is more difficult to make so many concessions. However, the territory
arrangement will be approximately in a similar way to that map.” He went on
that these issues are not issues that will be discussed for months, adding that
the most complicated issue that remains open is the property issue.
Reiterating that the Cyprus talks will be
continued from the point they left off and important convergences during the
period 2008-2010 on issues such as power-sharing and administration, EU and
economy, were achieved, Nami added that the positive atmosphere should be utilized.
Nami claimed that the property issue, which is one of the issues that was left
behind, is not as difficult issue as it used to be in the past.
He also said that the side, which is
stalling for time, will pay the price. “We think that the period until January
is a reasonable period in order to reveal a plan for a new comprehensive
solution.
Noting that the Turkish Cypriot side will
never allow the European Union to attend the reunification talks as another
party, Nami claimed that the Greek Cypriot side had finally recognized that
they cannot use their EU membership as a card to play against Turkey.
Nami also said the upcoming talks will not
start from scratch in November, and went on to say that there should be a
definite deadline to the negotiations, which he said cannot go on forever. He
added that the Turkish Cypriot side plans to hold a referendum in March on the
agreed-on solution.
On the issue of the reciprocal visits by
the two representatives, Osman Ertug and Andreas Mavroyiannis, to Athens and
Ankara,Nami said that the visits aimed to bring “symbolic spring weather” to
the stalled negotiations.
OzdilNami suggested that Turkish Foreign
Minister Ahmet Davutoglu could one day visit the Republic of Cyprus. “I cannot
speak on behalf of Mr Davutoglu. But I would say, ‘Why not?” Nami said, adding
that if his Greek counterpart crosses in the “north” or if Davutoglu crosses in
the “south”, or maybe they can meet in the buffer zone. Nami concluded that the
date of Davutoglu’s illegal visit to the occupied areas has not been yet fixed.
Replying to a question whether the Cyprus
Church will take or not a positive step for the Cyprus talks, Nami said that he
doesn’t have any hopes for assistance from the Church, and added: “you know
that its approaches come from the history, and this is not possible to be
changed in the coming months. We don’t have a mission as to bring the Church in
the correct path.”

reports that so-called deputy with the Democratic Party – National Forces
(DP-UG), Zorlu Tore said that he will start visiting the people to inform them
the dangers that will emerge if they are seeking a solution plan based on the
Annan plan. He wondered what would happen to the “TRNC” when a federal
government is established in Cyprus.
He noted that while the federations in the
world are collapsing, they are looking for a federation plan. He argued that
the occupied town of Morphou cannot be given as a concession.

reports that Turkish Parliament Speaker CemilCicekasked his Mongolian counterpart
ZandaakhuuEnkhbold to invite “officials” of the breakaway regime and members of
the ‘assembly” to Mongolia.
Cicek made this demand during a meeting he held with Enkbold in
Ankara.

Eroglu said during the meeting that the
issue will be taken up once the negotiations process resumes in Cyprus. He also
said that all of these problems will cease to exist once a solution is found to
the Cyprus problem.

(11.10.13) reports that the members of the permanent delegation which will be
appointed at the European Parliament, by the “assembly” of the breakaway regime
were approved. The members are “MP” with the Republican Turkish Party
ArmaganCandan, “MP” with the Democratic Party Tacoy and “MP” with the National
Unity Party HamzaErsan Saner.
6. The
breakaway regime is participating in Frankfurt Book Fair
Turkish Cypriot news side KibrisPostasi
(11.10.13) broadcast that is participating in Frankfurt Book Fair, which is the
biggest book fair in the world and is taking place between 9-13 of October in
Frankfurt.
The breakaway regime, which will be
represented by ÜmitİnatçıveEjdanSadrazam will have its own pavilion in the fair
under the name “Northern Cyprus”.
7. Council
of Europe reports on grave ill-treatment of Turkish juvenile prisoners
Turkish daily Today’s Zaman newspaper
(11.10.13) reports that a monitoring body from the Council of Europe (CoE) said
in a report announced on Thursday that it had gathered a considerable number of
credible allegations of ill-treatment against juvenile inmates in prisons the
inspectors visited in Turkey last year.
The European Committee for the Prevention
of Torture (CPT) released a report along with Ankara's response to its
recommendations after its visit from June 21-28 last year to examine the
treatment and detention conditions of children in Turkish prisons.
The CPT said the visit was triggered by
allegations of ill-treatment against juvenile prisoners by prison staff and
also inter-prisoner violence at Pozantı Prison in Adana.
In March of last year, Pozantı Prison
gained attention after allegations that minors were being sexually abused by
adult inmates surfaced in the media.
Following the allegations, 200 minors were
transferred to a juvenile detention center in Sincan, Ankara, and the Ministry
of Justice reassigned four officials from the juvenile detention center to
other posts as a precautionary measure after the allegations caused heated
debate.
The CPT delegation visited Sincan Prison, as
well as Maltepe Juvenile Prison in İstanbul and the juvenile units of adult
prisons in Diyarbakır and Gaziantep.
In the course of its visit, the CPT
delegation interviewed many juveniles who had previously been held at Pozantı
Prison. At the time of the delegation's visit, 48 of the 192 juveniles who had
been transferred to Sincan from Pozantı were still being held at Sincan. The
CPT stressed that the great majority of these juveniles had made consistent
allegations that they had been victims of frequent and severe violence by
fellow inmates and, more specifically, by those juveniles acting as “ward
leaders.”
In response, the Turkish authorities
provided information about criminal proceedings and administrative
investigations initiated against prison staff as well as juveniles.
The CPT urged the authorities to ensure
that prison staff at the Sincan and Maltepe prisons receive the clear message
that any kind of threat or intimidation against a prisoner who has complained
of ill-treatment, or any attempt to prevent complaints or requests from
reaching the relevant supervisory bodies, will not be tolerated and will be
subject to sanctions.
The CPT report commended Turkey for a
“fundamental legislative overhaul,” and said the entire juvenile justice system
in Turkey has undergone major changes in recent years. In addition to various
judicial reforms, the CPT said the Turkish authorities have embarked on a
comprehensive re-organization of the prison system in order to improve the
situation of juvenile prisoners in terms of conditions of detention and its
general approach towards them.
A statement released by the Turkish Foreign
Ministry on Thursday said the report displays the "progress achieved and
the improvements recorded" on the laws related to the juvenile justice
system and their implementation. It added that Turkey attaches importance to
the independent monitoring mechanisms of the CoE and strives to follow its
recommendations in line with its obligations to the conventions to which Turkey
is a party.
