Τα
Ηνωμένα Έθνη ανακοίνωσαν χθες το διορισμό της Elizabeth Spehar
από τον Καναδά ως νέα Ειδική Αντιπρόσωπος του Γενικού-Γραμματέα και Επικεφαλής
της Ειρηνευτικής Δύναμης των Ηνωμένων Εθνών στην Κύπρο ( UNFICYP
), η οποία θα εκτελεί και καθήκοντα Αναπληρώτριας του Ειδικού Συμβούλου του
Γενικού-Γραμματέα για την Κύπρο.

από τις ΗΠΑ η οποία διορίστηκε ως Αναπληρώτρια Βοηθός-Γενικός-Γραμματέας του

Secretary-General Appoints Elizabeth Spehar of
Canada
Special Representative for Cyprus
United Nations Secretary-General Ban Ki-moon today announced the
appointment of Elizabeth Spehar of Canada as his new Special Representative and
Head of the United Nations Peacekeeping Force in Cyprus (UNFICYP). Ms. Spehar
will also perform the function of Deputy to the Secretary-General’s Special
Adviser on Cyprus.
Ms. Spehar will succeed Lisa M. Buttenheim of the United States, who
will take up the position of Assistant Secretary-General for Field Support at
Headquarters. The Secretary-General is grateful for Ms. Buttenheim’s dedication
and exemplary leadership of UNFICYP over the past six years. Ms. Buttenheim
also provided invaluable support to the Secretary-General’s mission of good
offices, as the Deputy to his Special Adviser on Cyprus. During her tenure,
significant progress has been achieved in the negotiations towards a
comprehensive settlement.
Ms. Spehar has extensive political experience in several senior
positions with the United Nations Department of Political Affairs since 2007.
She is currently Director of the Policy and Mediation Division and has
previously served as Director for the Americas and Europe Division and Director
of the Europe Division, engaging extensively on key political issues facing the
region. She also briefly served as interim Special Representative of the
Secretary-General and Head of UNFICYP in 2008.
Prior to joining the United Nations, Ms. Spehar was a senior official
with the Organization of American States for over 12 years, working on promoting
democracy and developing the Organization’s instruments for dialogue and
conflict resolution.
She holds a B.A. Honours Degree from Queen’s University, Canada; a
Master’s Degree in International Affairs from the Norman Paterson School of
International Affairs, Carleton University, Canada; and a Diplôme d’Etudes
Supérieures from the University of Pau, France.
She was born in Port Arthur, Canada, and has a
daughter.
Ms. Spehar is expected to take up her new appointment before
summer.

Secretary-General Appoints Lisa M. Buttenheim of the United
States
Assistant Secretary-General for Field Support
United Nations Secretary-General Ban Ki-moon announced today the
appointment of Lisa M. Buttenheim of the United States as Assistant
Secretary-General for Field Support, Department of Field Support. The
Secretary-General is grateful to Hubert Price of the United States whom he has
appointed Acting Assistant Secretary-General until Ms. Buttenheim’s arrival.
Ms. Buttenheim is currently the Secretary-General’s Special
Representative and Head of the United Nations Peacekeeping Force in Cyprus
(UNFICYP), where she has been serving since 2010. Throughout this period she
concurrently served as the Deputy Special Adviser of the Secretary-General on
Cyprus.
She brings to the position more than thirty years of extensive
experience with the United Nations in political affairs and peacekeeping, both
at Headquarters and in field operations. She held numerous senior-level
positions, including Director of the Middle East and West Asia Division and
Director of the Asia and Pacific Division in the Department of Political Affairs
(2008-2010). She served as Director of the Asia and Middle East Division in the
Department of Peacekeeping Operations (2004-2007) and as Director and Head of
the United Nations Office in Belgrade (2003-2004).
Since joining the United Nations in 1983, Ms. Buttenheim served as
Senior Political Adviser in the Office of the Director-General, United Nations
Office at Geneva (1997-2003), and held assignments as Chief of Staff, Office of
the Special Representative of the Secretary-General in the United Nations
Interim Administration Mission in Kosovo and as Director and Senior Adviser in
the Office of the Special Envoys for the Balkans in Geneva. She further held
positions in the Executive Office of the Secretary-General, the Office of the
Under-Secretaries-General for Special Political Affairs in New York, and the
United Nations Truce Supervision Organization in Jerusalem.
Ms. Buttenheim holds a master’s degree in International Economics and
Middle East Studies from the John Hopkins University School of Advanced
International Studies, in Washington, DC and a bachelor’s degree in Political
Science and English, from Stanford University, in Palo Alto, California.
